Overview

GENERAL PURPOSE

 

Manage the maintenance functions including manufacturing plant maintenance and site facilities.  Responsible for ensuring that the plant process equipment and facility infrastructure for the New Castle Site (NCS) is in operational condition and properly maintained at all times.  Direct responsibility for maintenance staff, for ensuring a proactive preventative maintenance program is in place, that maintenance is carried out in a timely manner, plant maintenance activities are planned and progressed based on priority and schedule, and that all activities are progressed while maintaining appropriate safety requirements.  Project manage capital projects on the site. Continually improve systems across the maintenance and facilities function.    

 

Management responsibility for a team of 4-6 maintenance staff and external, multi-discipline contractors while they are performing work on site.  The manager is responsible to ensure safe work adhering to the site’s EHS guidelines while performing takes and through the management of third party contractors and work permits.

KEY RESULT AREAS/DELIVERABLES

 

Chemical plant maintenance -

  • Ensures that a comprehensive, coordinated and structured maintenance system is in place which addresses work order tracking, cost monitoring, equipment histories, equipment files, P&ID and document management, management of change, a pro-active preventative maintenance plan, and critical spares inventory is identified and maintained. Ensure adequate stocks of spare parts and other maintenance items are stored at the facility in case of unscheduled equipment shut down.
  • Plan and schedule overall preventative maintenance programs for the manufacturing plants, develop priorities and strategies for large repair/replacement, plan and schedule for preventative maintenance shutdowns for maintaining operationally critical process plant equipment and waste handling systems.
  • Troubleshooting complex issues, develop and implement solutions that meet operational goals.
  • Manage & support non-routine activities such as emergency repairs, installation of new equipment, etc. Develop policies and guidelines for inspections, maintenance and repair.
  • Ensure the facility and all operating functions (equipment, utilities, and instruments) are maintained in a manner that meets regulatory, safety, and quality requirements while supporting production demands. Maintain key focus on relevant safety requirements – e.g. lock out tag out, confined space entry, safe work permits, etc.
  • Develop and maintain a 24 x 7 on-call support system for critical maintenance of plants towards ensuring zero unplanned interruption in operations.  

Facilities -

  • Ensures that all facility and infrastructure items are properly maintained.  This includes HVAC, utilities, grounds upkeep, custodial work, security, building structure and drainage. Audit and inspect buildings, sites and equipment for appearance, repairs, and maintenance work. A high concern for building appearance and area standards is required. 
  • Oversee contractors for facilities projects including all mechanical, structural, HVAC, electrical, and water systems to ensure vendors meet corporate standards and deliver promised services and materials.

Capital Projects -

  • Provide effective project management for capital projects ensuring projects are progressed on time and on budget, with no incidents or safety issues, and with minimal interruption to the surrounding operations or personnel.  Project documentation must be clear and complete and project closures are done in a timely manner.  Manage required building inspections and interface with regulatory agencies as needed.
  • Develop, plan and execute site and plant improvement projects, based off the needs and requests of the operations teams to bolster process and efficiency improvements.  Provide expertise for capital project scope definition, EHS, process and plant troubleshooting and various other projects which require facilities support.

Additional Responsibilities -

  • Support the procurement of materials and equipment for maintenance activities.
  • Maintain computerized maintenance management system.
  • Manage maintenance budget, ensuring all costs managed within budget. This will involve effective management of contract labor and materials, ensuring that all purchasing policies are followed, and ongoing assessment of resource requirements for maintenance and security.  Evaluates and makes decisions on maintenance spending, repairs, and replacements to ensure the safe and reliable operations while maintaining budget.
  • Line management of 4-6 staff including day-to-day work assignments, identification of skills gaps, and development planning

 

Key deliverables for the position include the following:

 

  • Responsible for the maintaining all site-wide facilities and infrastructure
  • and supervising the Maintenance team efforts throughout the day ensuring the team remains productive and engaged.
  • Ensure safe working of team members and compliance with regulatory, EHS, quality and GMP requirements.
  • Support facility planning activities and continuous improvement.

Maintaining site-wide facilities and infrastructure

  • Assign work orders to the Maintenance team to accomplish day-to-day, safety and preventive maintenance work throughout the site in a timely way and to minimize disruption to operations
  • Maintain a call-out schedule for 24 x 7 maintenance support of the plants.
  • Supervision of multi-discipline contractors on site for repairs (i.e.: landscaping, snow removal, housekeeping, etc...) Review contractors completed inspection reports and follow-up on noted deficiencies and recommended repairs.
  • Operate and maintain a computerized maintenance management system (CMMS) for work orders, equipment management and record keeping
  • Review equipment manuals and develop preventative maintenance programs to ensure equipment performance and safety protocols.
  • Responsible for all inventory levels of spare parts and supplies; place orders as necessary. Working with Maintenance team on recognizing abnormal operating situations and potential safety hazards
  • Assure maintenance equipment and tools are maintained and meet safety requirements. Maintain equipment files with completed work orders and contractor invoices. Maintain and update equipment labeling on site as Evaluate costs and options in all planned maintenance activities and control maintenance costs in conjunction with department manager.

Safety, environmental and GMP requirements

  • Comply with all plant-level regulatory (safety, environmental, GMP) requirements such as lockout tag-out, electrical safety, confined space entry, hot work, etc.
  • Ensure safe work by maintenance team members at all times.

Planning and Continuous Improvement

  • Review and continuously improve current maintenance practices, checklists, procedures, and frequencies for recommended repairs or future replacement and address continuous cost improvement.
  • Project Manage small to medium size Facility capital projects. To include expenditure proposal (EP) generation, obtaining costs, scheduling contractors, assure project stays on time and in budget.
  • Input into the capital planning and maintenance budget process.

EXPERIENCE

 

  • Position requires a BS in a technical discipline or equivalent experience, preferably in Mechanical or Electrical Engineering with 10+ years of experience maintaining plant process equipment in a complex chemical manufacturing environment.
  • Demonstratable management and leadership experience in a maintenance function, ideally in a manufacturing environment
  • Experience in working with multiple levels of regulatory bodies to maintain operating permits, plan for changing business requirements, or to respond to external queries.
  • Working knowledge of ISO14001 and ISO9001 management systems, GMP and OSHA requirements
  • A strong knowledge of critical parts assessment and maintenance in a chemical manufacturing plant, project engineering, and project management is required.
  • Working knowledge of overall building operations relating to engineering/maintenance including pipe fitting, welding, millwrighting, general carpentry work and painting. Familiarity with piping repairs (process, compressed air and stainless steel) Familiarity in all facets of general building construction.
  • General understanding of instrumentation and process control systems maintenance.
  • Experience working with flammables dust hazards is preferred.
  • Ability to handle multiple projects and assignments with shifting priorities.
  • Fiscally responsible mindset of budgetary costs.
  • Collaborative approach with production and operations management.
